Sometimes the sun sets on a crystal clear horizon, and other times it dips behind a cloud at the last moment. Chances are either way it's going to be spectacular.Eila and I were married at sunset and it was a pretty cloudy day actually. At the last minute the clouds thinned and a beautiful sky emerged. If you're visiting Kona via cruise ship then getting a sunset picture probably won't be possible due to you having to be back at the pier way before sunset so you don't miss the boat. If you're ship is spending the night or departing an hour or more after sunset then I'd say it's doable. There are a lot of locations for a sunset wedding, it doesn't necessarily have to take place at the beach. But the great thing about it, using the beach is free.
